As with anything "Free" you are going to have an incredibly hard time as your website grows. Free PHP websites typically run in safe mode or have numerous functions disabled or incredibly low resource limits, or a minimum number of - or no - modules installed. And finding one with MySQL support is even tougher... because of the increased resource usage. That being said I have seen at least one or two out there and your best bet is to do a google search.
But -- as always -- you would be better off spending a few dollars a month to get the increased functionality and reliability that a paid host can offer (or *should* offer as is the case with most of us!).

I would be skeptical of any *free* provider personally... what is the motive behind the free service? Are they going to look in on your database data and steel your visitors/users personal information, email addresses, etc? There is always a gimmick!
