 Is it possible to generate thumbnails using PHP and without GD library?
All tuts seem to make use of GD.

Do you mean without any library? Theres Imagemajik and NetPBM alternatives to GD, you could use them. If you want to do it in pure PHP you'd need to write some code to decompress a jpg, resample it, and save it back as a jpg stream. Possible, but not particularly easy..
