how to do the random search and compare?

anyone know how to use PHP code or C++ or just C language to perform the random pick of multiple prices?then make comparison of this two prices which mean which one is cheaper? Thanks....

A simple loop with:
if ( variable1<variable2) { choice=variable1; }

why does it have to be random?
