Default Modifying User Access Permissions to Folders (VB)

I am using ADsSecurity.dll,Every line of code goes fine but some functions doesnot return any thing thus leading to an error at last,
Please help me by providing code example "Modifying ADCL for USERS to restrict access to a single folder" in vb.

or more simple...changing ADCL in such a way that only XYZ user can access ABC folder, if other tries to access they should not allowed to read,write
