Default popup window

Hi experts,
I want to have one pop up window, showing welcome message to new users logging for the first time. This window is something like the MSN messenger popup window at the right hand side bottom corner just above the time with yellow background, which appears whenever a new mail is received, or a contact is online, etc. Can anybody help me?
