Default create a Line object ,Box object in CR at Runtime?

i want to create a Report so the col number is dynamic?(i can't do this at design time because the col number was fix).
i tried do this at runtime but i can't create a line object of box oject at runtime and show a message ERR number:-2147189571
with message:Creation feature not enabled

please suport me quikly possible!
