Using Framer Control from Microsoft

Hi.
Is anyone have ever used a Framer Control from Microsoft (Dsoframectl.exe) and what errors did you get? In my case it gives me errors like "Can not Create ...." and many more. Could you tell me how to use it (if use at all)
