excel workbooks.open bug

Have an machine here running XP with all the latest patches and Office 2000. When any VB program runs the line excel.workbooks.open()
I get an Application Error 'Faulting application testbrian.exe, version 1.0.0.0, faulting module unknown, version 0.0.0.0, fault address 0x00000000.'

Any Ideas on what may be causing this bug?
