Default Access Report and TOC

I'm using VBA 6.3 and generating a report from data which needs a TOC. I'm sorting on 4 items one of which would be the TOC entry. There are multiple entries per page.

I'm surprised VBA doesn't have this capability. Does anyone have any suggestions and/or ideas?
