Default color problems

I have been working with overlaying text onto a video capture window then saving that to a file. That's easy the hard aprt is getting the text white. Here is the problem line of code.
formVCX.vcx.SetTextOverlay(0, "TIME", (formVCX.vcx.Width / 2) - 10, 0, "Arial", 14, 1999999999, -1)
the 1999999999 is black at 0 red at 100 - 1000 and gray-whiteish at 10000000. Any help on the weird color-number system would be great ty.
