Systems.Net.Sockets.SocketException

This is related to Wrox Messanger for which i had download code from

www.wrox.com (Professional VB.NET 2nd Edition) chapter 23

if i am connecting to local host it's working properly.

but while i try to connect to another host throw exception

Systems.Net.Sockets.SocketException:
No Connection could be made because the target machine actively refused it.

i don't know what to do
