What is the difference between Ruby on Rails and Ruby?

I am wondering which to learn to program in Rails and Ruby. Which one is better with no experience?

Difference between Ruby and Ruby on Rails

Ruby is a programming langage, as are Python and Perl.
Ruby on Rails is a web application framework for Ruby.
