Tomcat Connection error

Hi,
I am using Tomcat 4.0 .I have a oracle 9i db located on a Linux server. Whenever i try to connect to the server through the login screen of my application , i get an error in Tomcat saying

connection:refused to connect

this comes 2-3 times and finally it connects Can any one let me know what is the problem
