Numbers to words and vice versa?

Could someone explain me in detail what is really happening in the query below:

SELECT TO_CHAR(TO_DATE(SAL,'J'),'JSP') FROM EMP;

And what are we going to do when we have to convert words in to numbers, let us say "2034" to "TWO THOUSAND THIRTY FOUR".
