Default TCP Dynamic Ports

I have a problem that I hope someone can help me with.

The Setup
1. I have one computer with Win XP Pro.
2. I have one computer with Win 2000 Server.

The Problem
1. If I try to change the TCP Dynamic Ports to 1025 in the TCP/IP Properties for the Win 2000 Server after restarting the SQL Server (SQLExpress) service it is changed to a number in the 3000 range.
After doing some research I found the following information in the log:
2006-10-25 10:40:11.51 Server Using dynamic lock allocation. Initial allocation of 2500 Lock blocks and 5000 Lock Owner blocks per node. This is an informational message only. No user action is required.

* I would like to use port 1025 if at all possible. I changed the Win XP Pro computer to this port without a problem. I can change the port to 3500 on the Win 2000 Server successfully but I would prefer to determine why it isn't possible to use the port that I want (1025).

Check AWE is disabled in SQL and then restart your server; this was a know issue before SQL sp4.
