Your primary Key could have a lot of fields on it ;). Think about this, You can't repeat your primary key in your table..
So, if in the Child_* table, you can have the same child more than once (easy example, usually a kid could be picked up by more than one person Child_Permitted), then you need your PK to be the kid and the adult.
And I still think you need more work on the child table and the career table. There is a lot of repetitive info on that tables (religion, medication, legalguardian, relationship to the child).
