Default dts and vb.net


I have a browser button in vb.net. The user has to select a .dat file and when the user clicks the button i have to have a function that splits the data in the file and places them under the correct fields in the db. I also have to use dts.
I have never worked with dts before and I am not sure what the steps are.
I would appreciate if someone could please tell me what are steps involved in such a project.
