Default DTS Performance Problem

I have a DTS package which includes an execute process task to run a .bat script. When the package runs within a job it's incredibly slow. I've isolated the .bat task as being the culprit. When it's running in a job the processor utilisation is about 5%. When it runs either from the command line or via execute DTS package it uses all available processor time.

Any ideas?
