Default New to DTS

Hello Experts,
I'm currently responsible for testing DTS packages produced by our development team and I'm a total novice when it comes to DTS.
My problem is with DTS from Development to Test.

The developer is passing me a .dts which has been developed on his local machine against a local SQL DB. I load the dts to the test machine using Enterprise Mgr->DTS->Open and then do a Save As.
Next I need to make some changes to the DTS but I can't save the DTS once edited, however I can save a new copy of it which I then can't delete. This all occurs even though I'm listed as the owner.
The developer hasn't put an owner or user password on the package.
Hopefully I'm missing something obvious and one of you experts can point me in the right direction.
