Default Date and Time

I am in need of changing the systems idea of a day. For instance, the day starts at 6:00 am and ends at 2:00 am; or even a 24 hour day, where the day starts at 4:00 am and ends at 3:59 am. These both would be considered one day, say Thursday, Aug 28, 2003. I can control the firstDayOfWeek and firstDayOfYear, but how do I control firstHourOfDay?
