while making setup how to include database(oracle)

i m making a quiz game in vb + oracle and i m making the setup of
this .i want that if someone want to install the software in his computer
then that database will automattically get copied there.
or if someone want to install the software but do not have
oracle installed in his system.
plz reply soon...........
