Default Access Security

Hi, Please can someone advise me.
I have created a database for a client for use in his business. He is very concerned about security as he suspects that some of his staff are cheating him. There are therefore some reports and forms that these staff members MUST NOT SEE. I have also done the whole user-level security thing but have a few issues:
1. All it seems to take is for a user to delete the workgroup file and the database opens perfectly with the normal system.mdw workgroup file?
2. If one of staff copy the database and take it home to use on their computer, it will again open using the default mdw file.

Can you set the database so that it will only open with the right workgroup file?

Or, is there another way to secure these reports and forms through VBA.

Another thing, I tried creating a MDE file so that the design view wont be available to users, but it tells me I have too many ID's to create a MDE file. Does this only work for small databases?
