Hi ,
m new in VB6. Can anyone let me know what exactly this segment means?

The DECLARE is telling VB how to access a function that is in a DLL.

The Label6_Click then uses that information to, indeed, call that function in that DLL.

Looks to me like it's asking the command shell to open up a browser and send the browser to that URL.
