How to monitor serial port ?

If any one is receiving/sending any data from serial port, then i
will get
information that some one is reading/writting data through serial
port.

I want to do it with powerbuilder7.0.3/VB through OLE.

please tell me how i can capture window event when some thing is
going to
happend with serial port ? and it will fire some event.

can you tell me what event will fire when some work is done with
serial port.
