Default How to connect to another computer via a LAN w/VB

I am attempting to take a little control of another computer of mine on my network and I found a program at VBcode.com and I altered it and tried to use it but to no avail. I want to be able to do a couple of things on the other computer via the Network, mostly, Shutdown, Logoff, Send Messages that will popup on the other computer as a Msgbox, Set the time, etc. Does anyone have any idea how I can do that. The program from VBcode.com use Winsock. I'm running Windows XP on my machine and the other computer is running on Windows 98. Can anyone help me?
