Default need a specific .OCX file

Im' sorry in advance, if it is off topic (if so, redirect me , please)

 Is there any OCX, that can just open http link i need?
 Imagine, I'm getting a 1000 requests to my web server to some .ocx module,that does something i dont need. I just want to replace it with other .ocx, that would open a http link to my ... let's say , web cam.
 Is there something like that, or may be it could be created someway...?
