Default Frame Navigation

I'm having difficulties with my frame navigation. I'm not sure what code to use with VB2003 version. I would like to program my frames where I could have links in one and pull up the content in the other without pullling up a different window. So far the content is pulling up in the same frame as the links.

Any suggestions.
