Help for directory watcher with Windows Service

         I want to create the 1 windows service which start will windows start and i continuous check the file name is changed or not.

         if user try to open that file in Ms.Access then He/she not able to open that file. it give an Error "U can not open in that"

         so how can i create that i don't have any idea for that so Help me.
