VB 2005 Express Starter Kit

I am currently reading through the VB 2005 Express Edition Starter Kit book. While going through the exercise I ran into a problem that I can't figure out. I'm on Chapter 9 (page 181 - Consuming a Web Service). I follow the instructions and I get the following error:

   The Proxy settings on this computer are not configured for Web Discovery. Press F1 for more help.

   I'm working on my laptop. OS = XP SP2

  Any thoughts?
