Default Problem with .vsi file

Chapter 2 of VD 2005 Express Starter Kits explains how to download a .vsi file in order to connect the MyOrganiserMovies program to the Internet. I have successfully downloaded the file and my Internet is connected - but the message says it cannot connect to the Internet. I noticed there are 2 templates - an Amazon-Enabled Movie Collection Starter Kit in "My Templates" and a "My Movie Collection Starter Kit in "Installed Templates". I have tried using each in turn but cannot get either of them to connect to the Internet. I have also double-clicked on the .vsi file in My Documents to install it. Is the .vsi file in the right folder? Can anybody assist me?
