Default DatagridTableStyleCollectionEditor

In DatagridTableStyleCollectionEditor under col(column) property there is an option Misc/Format, and then there is one Dynamic Property and advance option.
Q1- why(when) and How they are used.
Q2- Is it possible to format Time property to appear as "hh:mm:tt". so when dataset loads the datagrid the time value appears in this format
