Default c++ or c# 2005 for Databases

Hi,
   I'm a little new to VS05 i've just migrated for 7.1. I want to write a database that handles files for a custom e-filing system which will initially be standalone on one computer and maybe later migrated to a server. I will be writing it for my wife and i havent really had much experience with these kind of things. My only experience is with Oracle. Can this be done easily using access and using OLE Object in a field? I've just purchased 2 wrox books on databases but i have to get started before they come. Could anyone point me in the right direction before i go working on something completely useless? I'll be working with .Doc .pdf maybe and image or two.

Furthermore would it be easier to do this in C# ?
