Group Policy Creation through VC++ programming

We have created a software which creates, deletes etc. users, groups & OU in Windows 2000 Active Directory. We used ADSI 2.5 SDK and uses VC++ programming. I want to create Group Policy through our software.

We cannot find any help on what functions or API`s to use for creating Group Policy.
