Can anyone tell me how to convert text into a wave file using VC++.

And converting the wavefile into packets.

If you are talking about what you have written in
a text file to be converted to speech in a wave file format then you can start you research work on either Microsoft's or IBM's Text to speech engines.

If want your data to be recorded as wave file then you can write back and we will discuss it.
