Default .NET Framework 2.0 for security enhanced APIs

I want to upgrade an application from Visual Studio 6.0 to Visual Studio 2005.I wanted to know if .NET Framework 2.0 is necessary to be installed on client machines to be able to use the security related enhancements of APIs marked as deprecated or we can use these APIs without the .NET Framework 2.0 being installed?
