open Visual studio Project in own machine

Hello I am trying to open a Visual Studio project which has been created by somebody else ,in my own machine under localhost. But it is giving me a error-
The Web server reported the following error when attempting to create or open the Web project located at the following URL: 'http://test-dev'. 'The server name or address could not be resolved'.

Can you tell me how to resolve this
