Default Reusability of UserControls

I have multiple domains therefor multiple solutions now some of these domains are base domains to other solutions so I create some UserControls in the base domain solutions. Is there a way to reuse these usercontrols in a new solution on a different domain? Up till now I didn't succeed in doing so.
