Default No 'New Stored Procedure" in server explorer

Hi all,

I use VS.Net 2003 and Sql Server 2000.
On the left side of VS, there is a "Server Explorer" tab.

If we want to create a Store Procedure, we can do :
-Open the tree view of a databank by clicking on + sign
-Right click on Stored Procedures. There are many options. One of them is New Stored Procedure
-Choose New Stored Procedure. to create a new stored procedure.

What happen to me is :
There are only 2 options when I right-click on Stored Procedures : Refresh and Properties.

Does anybody know why ?
How to solve this problem ?
