How to login locally in server 2003 not to the Domain Controller (DC)

Hi there
i need to login to a Windows Server Small Business Server locally,
on the login screen i get login to domain only and have no option to restart or shut down,
i have tired to login in safe mode, bios does not show that option.
i went to the point off formating and gues what i cant boot from CD/DVD drive, the Windows disk is OEM.

any help?
