Default Ruler “stub”

I use Word on 3 different computers. On some of them, while the ruler is turned off, there is a little grey “stub” of a ruler under the bottom toolbar. When I hover the mouse on it, the ruler drops down, and after I have used it, it rolls back up.

Since some instances of Word have this, and others don't, I presume it is a setting. How do I change this setting?

(I know, this is a programming forum, but those who are good with Word VBA are usually good with Word itself also. Takin’ a shot . . .)
