Default Please Help me!(SOS)

I write a class in the namespace "mynamesapce.SystemFramework" as following:
public class ApplicationConfiguration : IConfigurationSectionHandler
    {
      ...
    }
then I wrtie following code in Web.config

<?xml version="1.0" encoding="utf-8" ?>
<configuration>
   <configSections>
    <section name="ApplicationConfiguration" type="mynamesapce.SystemFramework.ApplicationConfi guration, mynamesapce.SystemFramework" />
  </configSections>
  ...........
<ApplicationConfiguration>
    <add key="SystemFramework.Tracing.Enabled" value="False" />
    ......
</ApplicationConfiguration>
</configuration>

when I run my Program,the error take place,"the Configuration Error"

Why????
