We specify xmlns:<prefix>=URL/URI. What is the significance of the URI/URL. This is just a name or does a physical resource pointed to by the URL/URI have to exist?
In practice most parsers accept anything so "abcde" would do but there are best practices and official rules about what to use. See http://www.w3.org/TR/REC-xml-names/
