Default DTD question

Is this legal in a DTD.

(a ?, b?) *

and if it is, does it mean any combination of a or b?

or It should be in this form, (a?| b?) *

I am confused about the meaning of the second one.
(a?| b?) *

I don't think these are different. If there would be no asterisk then the second one wouldn't allow both 'a' and 'b' at the same time. But here I think they cover the same cases eventually.
