Default csv > xml command line tool, encoding option

anyone aware about a command line csv > xml converting tool, where it is possible to set the encoding?

now i'm using csv2xml from A7Soft, which do the job fine, but i need to have "<?xml version="1.0" encoding="ISO-8859-1"?>" instead of "<?xml version="1.0"?>"

Why not just do an identity transformation on the result, to change the encoding?

i never know before what special characters i'll get ...
maybe i haven't to know this before ...

can you give me an example how to do (in asp,vbscript)?
