I was wondering is there a way in XML to limit number of concurrent number of users are viewing the XML contents?

XML is a data representation format. Your question makes no sense I'm afraid.

You might as well as if there is a way to limit the number of users viewing a text file, in the actual file.

If yes. actually I have a financial market services company and I am planning to sell my services institutionally. And I was thinking of selling my data based on company's number of users. Any thoughts on this?

I am welling to pay for such a solution but I need first to know if there is a real solution on this regards.

If you wrapped the supply of the XML file into a java web application then you could do anything you could do in a java web application - but that goes well beyond the realms of what this forum covers.
