how to dynamically insert <META> tag in .html

Dear Reader

I have a <META> tag in xslt and I want to insert this <META> tag in active document of (.html). Please guide me how to insert this <META> tag (with its attributes) in to the document of (.html).
Currently I am using DHTML (JavsScript, VBScript, and DOM), XML, XSLT and XML Parser.

Use the htmltidy tool to convert html to xhtml and then use the xslt to make the modifications.
