Default description != '' equivalent

How to check the not equal in system xml

Goals/Goal[@ID = '" & sID & "'][@status='" & (IIf((sType = xyz), abc, pqr)) & "'][description != '']

The "not equals" operator in XPath is "!=", but it's usually better to write [not(A=B)] because of the behaviour when A or B is absent.
