Default XSLT Problem with Word 2007

I have here an XSLT stylesheet which used to work just fine in Word 2003 but refuses to format properly in Word 2007. The document is formatted as a HTML table and it's basically a printed envelope. The trouble is, there's supposed to be 6 blank rows between two addresses and Word 2007 shows just one!

Address 1
.
.
.
.
.
.
Address 2

At the moment this is achieved with <TR><TD> tags... why won't it render properly?

Not really a XSLT problem is it - more an issue with Word?

Try putting a non-breaking space inside the <TD>.
