It's not that IE adds stuff, it's that the files you sent me were not the original files, so I can't tell what encoding they are in.

Those are the sources. I just pasted them into a text editor to send them to you.

That's better. Now both files are fine so it must be turning them into strings and back that loses the encoding. Can PHP process them as files without doing this. If so open them into a dom, change default.asp via dom methods and proceed. Then it should work. I have it working in simple script but I don't have anything running PHP and don't know it well enough to test anyway.
