I think you are confusing categories (Web, ASP, etc) with forums (HTML, JavaScript, etc within the category Web). We're trying to keep the categories to an absolute minimum to facilitate navigation. Yes, it makes for a couple of unusual groupings including this but we think this is better than too many categories.
